Policy Overview
The Health and Medical Education Department of Jammu and Kashmir has proposed a two-year mandatory service bond for postgraduate (MD/MS) medical students. NEET PG graduates will be required to serve in the UT’s healthcare system for two years post-completion of their courses. Those opting out must pay a penalty of Rs 50 lakh.

Objective
The initiative aims to retain specialist doctors in rural and peripheral hospitals across J&K, addressing long-standing shortages and strengthening the healthcare system. Minister Sakina Itoo emphasized that students benefiting from government-funded education should contribute to local healthcare in return.

Key Details of the Mandatory Bond

  1. The Rs 50 lakh bond applies only to NEET PG students.
  2. Bond submission is mandatory at the time of admission.
  3. The mandatory service period is two years after course completion.
  4. Students may opt out by paying the bond amount.
  5. PG doctors will serve in PHCs, CHCs, SDHs, and DHs under a deployment pattern similar to DRP.
  6. Doctors will receive stipend or remuneration at the basic pay of Senior Residents.
  7. Annual financial implications for all government medical colleges, including ASCOMS & SKIMS Soura, amount to Rs 40.35 crore for 638 PG seats.

Approval Process
The proposal was reviewed in consultation with the Finance Department to ensure consistency with National Medical Commission/Medical Council of India guidelines. Data comparisons with national norms were conducted before finalizing the policy.

Reception and Impact
The policy has been welcomed by the Jammu and Kashmir Students Association (JKSA). JKSA President Ummar Jamal stated that the move addresses doctor shortages in underserved regions while balancing service obligations and personal choice. National Spokesperson Zubair Reshi added that the policy ensures structured deployment of doctors to rural areas, enhancing healthcare access.

Next Steps
The mandatory bond is expected to strengthen rural healthcare, create a fair system for graduates, and provide a structured pathway for PG doctors to meaningfully contribute to public health in J&K.
