Government Tightens Rules for Senior Medical Administrators

Jaipur: The Rajasthan government has issued fresh guidelines prohibiting principals and superintendents of government medical colleges and affiliated hospitals from engaging in private practice. The directive aims to streamline administration and improve patient care in high-burden institutions.

Limited Teaching Duties Allowed

The Medical Education Department announced that these senior administrators cannot spend more than one-fourth of their time on teaching work as professors or senior professors. The objective is to ensure they focus primarily on administrative responsibilities.

Need for Full-Time Administrators

Medical Education Secretary Ambrish Kumar told TOI that rising patient load and administrative complexity demand leaders who are fully dedicated. He said candidates will now be required to submit a declaration and affidavit affirming their commitment to full-time administrative work.

Eligibility for Top Positions

Only senior professors who meet National Medical Commission (NMC) norms can apply for the posts of principal and superintendent. If a suitable applicant is not available within a college, eligible senior doctors from other government medical colleges may be considered.

Transparent Selection Process

The selection will be made through an interview conducted by a committee headed by the Chief Secretary. The maximum age limit for applicants is 57 years. Candidates must also have prior administrative experience, including three years as superintendent or additional principal and two years as head of department. Appointments will be for three years, extendable based on performance.

Role and Limit of Additional Principals

The guidelines cap the number of additional principals at five per medical college. Their duties will span academic, research, and clinical service management to support efficient institutional functioning.
