New Delhi: The Union Ministry of Health and Family Welfare has formed a three-member committee to investigate allegations of irregularities in the issuance of an OBC-Non-Creamy Layer certificate to Dr. Auroprakash Pal, son of Dr. Gopal Krushna Pal, Executive Director of AIIMS Patna and AIIMS Gorakhpur. The committee members are Dr. Manashvi Kumar, Joint Secretary; Priyadarshika Srivastava, Director (INI); and Sachin Kumar, Director Vigilance and Liaison Officer, OBC.  Dr. Gopal Krushna Pal also holds the additional charge of Executive Director of AIIMS Gorakhpur. The committee will look into complaints that the certificate was issued in violation of existing rules and guidelines, allowing Dr. Auroprakash Pal to gain admission into an MD course at AIIMS Gorakhpur.

The ministry has stated that the committee will submit its report within a week from the date of the order. According to the ministry, children of Group A/Class I officers of the All India Central and State Services (Direct Recruits) fall into the creamy layer and are not eligible for the 27% OBC reservation benefits in Bihar and Uttar Pradesh, as per the rules of the Union Government’s Department of Personnel and Training (DoPT).
