HCMSA Warns of Statewide Hunger Strike
The Haryana Civil Medical Services Association (HCMSA) has strongly opposed the state government’s decision to implement a geo-fencing-based attendance system for doctors and health employees. Terming the move “illegal” and a violation of privacy rights, the association warned of a 24-hour hunger strike on August 28, with sit-ins planned at District Health Department headquarters if the order is not withdrawn.
Concerns Over Privacy and Supreme Court Rulings
HCMSA President Dr. Rajesh Khyalia explained that the system requires installation of a mobile app on personal devices, enabling real-time location tracking by the government. He argued that this is a direct infringement of the constitutional right to privacy, upheld by the Supreme Court. The association has also warned that linking location tracking to devices connected with Aadhaar and bank accounts could increase risks of financial fraud and cybercrime.
Gender Safety and Device Accessibility Issues
Raising safety concerns for female employees, Dr. Khyalia questioned how the government could mandate app installation without consent. He also pointed out that many health workers do not own smartphones, and if such a system is necessary, the government should provide devices instead of compelling employees to use personal phones.
Existing Biometric System Makes New Policy Redundant
The association argued that since all Health Department staff already register attendance through biometric machines, there is no justification for an additional geo-fencing system. They called for equal policy implementation across all government departments rather than targeting healthcare workers alone.
Risk to Hospital Systems and Medical Records
The HCMSA also expressed fears that invasive attendance tracking could compromise hospital cybersecurity and threaten the confidentiality of medical records. The association insists that secure, non-intrusive alternatives exist to monitor attendance without resorting to invasive surveillance methods.
