Probe Reveals Alleged Fake Admissions, Inflated Medical Bills and Forged Records Under Ex-Servicemen Health Scheme
The Central Bureau of Investigation has registered an FIR in connection with an alleged fraud involving the Ex Servicemen Contributory Health Scheme (ECHS) in Haryana, naming a private hospital in Hisar, its management, representatives, and unidentified ECHS officials over suspected irregularities in medical reimbursements and misuse of public funds.
According to the FIR, ECHS beneficiaries were allegedly pressured into getting admitted to the hospital despite not requiring inpatient treatment. Investigators claim patients were warned that treatment could be denied or they would face financial hardship if they refused admission.
Alleged Fake Admissions and Inflated Bills Under Scanner
The preliminary enquiry reportedly found that between 2023 and 2025, several ECHS beneficiaries received outpatient department (OPD) referrals from the Hisar polyclinic that did not require hospitalisation. Despite this, the hospital allegedly admitted patients without mandatory inpatient department (IPD) referrals or emergency approvals.
The CBI probe alleges that patients were deliberately kept admitted longer than medically necessary to inflate reimbursement claims submitted under the healthcare scheme.
Investigators have also flagged suspected tampering of official medical documents. In multiple cases, discharged patients were allegedly shown as still admitted to justify higher billing amounts.
Alleged Forgery and Manipulation of Medical Records
The enquiry further points to alleged manipulation of referral documents, where remarks such as “NO” were reportedly altered to “YES” to falsely validate hospital admissions.
According to the FIR, fake and inflated medical bills were allegedly generated by the Hisar-based hospital and later processed, validated, recommended, and approved by officials associated with the ECHS Regional Centre in Hisar despite major procedural violations.
The investigation also mentions alleged forgery, fabrication of medical records, and backdating of documents to support fraudulent reimbursement claims.
ECHS Officials and BPA Portal Personnel Also Under Investigation
The FIR alleges that officials posted at the ECHS Regional Centre and Polyclinic in Hisar failed to enforce mandatory checks and guidelines while processing claims.
Additionally, personnel linked to the Bill Processing Agency (BPA) portal are accused of neglecting due diligence and facilitating the processing of allegedly fake claims without proper verification.
Four More Hospitals in Haryana May Face Probe
According to reports, the CBI is also examining the possible role of four additional hospitals located in Hisar, Rohtak, and Fatehabad for similar alleged irregularities.
Preliminary findings suggest suspected manipulation of medical records, fake diagnostic testing, and irregular empanelment practices, though these allegations are yet to be independently verified.
Based on the findings of the preliminary enquiry, the FIR has been registered under charges related to cheating, forgery, and criminal conspiracy.
