Assam Medical Council Permanently Removes Doctor Over Alleged Forged Certificates

Doctor allegedly used forged educational certificates to secure admission to a medical university in Ukraine and obtain medical registration in Assam.

The Assam Council of Medical Registration (ACMR) has decided to permanently remove a doctor’s name from its Register of Registered Medical Practitioners after finding that he had allegedly used forged educational certificates to secure admission to a medical university in Ukraine and subsequently obtain medical registration in Assam.

The decision was taken at a council meeting held on July 7, 2026, following a review of various documents, including certified copies of orders of the Delhi High Court and the Metropolitan Magistrate-03, Central, Tis Hazari Courts, Delhi. The council also considered communications from the Assam State School Education Board, Division-II, and B. Borooah College, Guwahati, along with the findings of the ACMR’s Antiquackery and Vigilance Officer.

Doctor Allegedly Used Forged Certificates for Admission

According to the order issued on July 29, 2026, the doctor had allegedly failed the Pre-University Final Examination in 1994 but subsequently used forged certificates purportedly issued by the Assam Higher Secondary Education Council and B. Borooah College to secure admission to the Faculty of General Medicine at Kharkiv State Medical University in Ukraine.

He was enrolled at the Ukrainian university from 1995 to 2001 and later completed his internship at Deen Dayal Upadhaya Hospital in New Delhi on the basis of provisional registration issued by the then Medical Council of India.

Registration Obtained in Assam in 2016

The doctor was subsequently registered with the Assam Council of Medical Registration on June 15, 2016.

However, according to the Council, while applying for permanent registration, he suppressed the fact that a criminal case had been registered against him by the erstwhile Medical Council of India in connection with the alleged use of forged documents.

Following a detailed investigation by the Antiquackery and Vigilance Cell of the ACMR, the Council found that he had allegedly forged his Class 12 pass certificate and marksheet to secure admission as a medical student at Kharkiv University in Ukraine.

Council Cites Forgery Conviction

The Council stated that the doctor was convicted by the Tis Hazari Court and Delhi High Court for forgery in 2017.

The ACMR held that his conduct constituted a gross violation of the Code of Medical Ethics under the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002, in addition to amounting to a criminal offence.

“Under these circumstances, the Council has decided to permanently remove the name of the accused from the Register of Registered Medical Practitioners, with immediate effect, as empowered by Section 23(1) of the Assam Medical Council Act, 1999 (amended up to date),” the order stated.

Registration Cancelled With Immediate Effect

The doctor has also been directed to surrender his Assam Council of Medical Registration certificate to the Registrar within seven days from the issuance of the order.

Accordingly, his registration with the Assam Council of Medical Registration, granted on June 15, 2016, stands removed from the register with effect from the date of issuance of the council’s order.
