Non-service candidates, including those admitted through the 50% All India Quota, joining postgraduate diploma and degree courses in Tamil Nadu government medical colleges or government seats in private medical colleges, are required to serve the Tamil Nadu Government for 2 years. Failure to comply will attract a penalty of ₹20 lakh for PG Diploma courses and ₹40 lakh for PG Degree (MD/MS) courses.

The bond becomes null and void if the candidate completes 2 years of service under the Tamil Nadu Government, as specified in the TN DMER prospectus for the 2025–2026 academic year.


Service Requirements for In-Service Candidates

  • Candidates with over 5 years of service after completing PG courses must serve the Tamil Nadu Government until superannuation.
  • Candidates with less than 5 years of service post-PG completion must serve the Government for 5 years from the date of passing the examination, regardless of retirement date.
  • Bond amount is the same for both service and non-service candidates: ₹20 lakh for PG Diploma and ₹40 lakh for PG Degree courses.

Sureties for Service Candidates:

  • Two sureties must be permanent government employees of the same or higher rank.
  • One surety must be a spouse or parent.
  • PAN numbers of all sureties are required.

The bond becomes infructuous if the candidate serves the Government of Tamil Nadu as required.


Bond Rules for Non-Service Candidates

  • Candidates in government medical colleges receive a stipend during the course and must serve the Tamil Nadu Government for 2 years within 3 years of PG course completion.
  • Non-compliance will result in ₹40 lakh penalty or a proportionate amount based on unserved period, with interest at the government housing loan rate.
  • Absconding from service may lead to prosecution under the Revenue Recovery Act.
  • Non-service candidates will be paid a salary on par with fresh recruits of the Tamil Nadu Medical Services during the bond period.

Bond Specifics for Non-Service Candidates:

  • Must execute a bond with three sureties: two government employees of same or higher rank and one spouse/parent. PAN numbers must be provided.
  • Bond amounts: ₹20 lakh for PG Diploma and ₹40 lakh for PG Degree courses.
  • Bond is nullified if the candidate serves at least 2 years.
  • If a candidate discontinues the course, they must pay the total penalty and stipend received.

Certificate Retention Clause:
If non-service candidates are unable to serve the Government as required, the original certificates will be retained and released only after the completion of the stipulated period.
