New Delhi: The National Medical Commission (NMC) of India has issued a notification outlining the National Medical Commission (Recognition of Medical Qualification) Regulations, 2023 also known as NMC Recognition setting out information regarding the comprehensive list of recognised medical  qualifications in the country, Inclusion of new medical qualifications and withdrawal of recognition of qualifications. The regulations came into effect upon publication.

The list of recognized medical qualifications in the country includes MBBS (Bachelor of Medicine and Bachelor of Surgery); Postgraduate Broad Speciality Qualifications [MD (Doctor of Medicine)/ MS(Master of Surgery)]; Postgraduate Super Speciality Courses [ DM (Doctorate of Medicine)/ MCh (Master of Chirurgie)]; Post Doctoral Certificate Courses (PDCC); Post Doctoral Fellowship (PDF) & DM/MCh. Courses of six years duration, and qualifications granted by statutory body or other body in the country is as per the Schedule to NMC Act, 2019. The regulation state that the list is updated regularly and published by the respective Boards (UGMEB and PGMEB).

The regulations state the criteria for inclusion of new medical qualifications. For including a new medical qualification i.e. an undergraduate; postgraduate or super-speciality medical qualification, an application has to be submitted by the medical institution conferring it. A foreign authority can also submit an application for the inclusion of any medical qualification not already included in the list. The application fee is INR 2,50,000/- per qualification for domestic applications and $10,000 per qualification for foreign applications.

The regulations also states the criteria for withdrawal of existing medical qualifications. The Undergraduate Medical Education Board or the Post Graduate Medical Education Board may decide to withdraw a qualification from the schedule or the list of qualifications mentioned in the UGMER or PGMER on certain grounds. The Commission, on receipt of the recommendation of either of the Boards or Medical Assessment and Rating Board for withdrawal of recognition of medical qualification, shall examine the same and may also seek further information from the concerned medical institution.
