The Madhya Pradesh High Court

Gwalior: The Madhya Pradesh High Court has raised serious concerns over the appointment of a veterinary doctor to a post requiring an MBBS degree at the Gwalior Municipal Corporation. The court has sought an explanation from the state authorities on how this appointment was made despite the non-existence of the ‘Health Officer’ post and the clear requirement of an MBBS qualification.

Court Directs Detailed Explanation

A bench led by Justice G.S. Ahluwalia has ordered the state government, the municipal corporation, and other officials to submit detailed reports on:

  • The deputation of officers, their tenure, and the reasons for not appointing MBBS-qualified candidates.
  • The failure to repatriate deputed officers back to their original posts.

The court expressed shock over the procedural lapses, noting that Dr. Anuj Sharma, a veterinary doctor, was wrongly deputed to the Municipal Corporation as a Health Officer, a position requiring an MBBS degree.

Govt Given Final Chance to Respond

The Urban Administration and Housing Department had granted deputation approval for Dr. Sharma in August 2023, allegedly without following proper norms. The court has now given state authorities a final two-week deadline to file their explanations.

Veterinary Doctor Relieved

During the hearing, state counsel informed the court that Dr. Sharma had been relieved from duty on March 13, 2025. The court noted this but issued a warning that he should not be deputed to any corporation for which he lacks the required qualification.

The case will be heard again on April 3, 2025.
