A major controversy has surfaced in Rajasthan’s healthcare sector after a private hospital operator in Jaipur was arrested for allegedly submitting forged documents under the state-run health scheme, even as investigators ruled out medical negligence in the patient’s treatment.
Fraud Allegations Under Government Health Scheme
The case is linked to alleged irregularities under the Rajasthan Government Health Scheme, where the accused hospital operator is said to have submitted fabricated documents to claim benefits.
The complaint was filed on September 29, 2025, by Jitendra Kumar Sharma, who accused the hospital of financial malpractice and procedural violations during his mother’s treatment at a facility in Jaipur’s Mansarovar area.
Cash Taken Without Bills, Family Alleges Misconduct
According to the complaint, the hospital allegedly collected large sums of cash without issuing receipts, raising concerns of unaccounted transactions.
The complainant further claimed that the family was not informed about the worsening condition of the patient and was suddenly notified of her death. When they sought medical records and billing details, hospital staff reportedly refused cooperation and allegedly used intimidation tactics.
SIT Probe Ordered by Jaipur Police
Taking serious note of the allegations, the Jaipur Police constituted a Special Investigation Team (SIT) to conduct a detailed probe.
A medical board of eight doctors from SMS Hospital was also formed to review the treatment records.
Medical Board Clears Hospital of Negligence
The medical board found no evidence of negligence in the treatment provided to the patient. However, the investigation revealed significant discrepancies in administrative and documentation practices.
Officials stated that the hospital allegedly manipulated records by showing the patient as discharged and readmitted multiple times. Additionally, a consent form was reportedly tampered with by altering dates before being uploaded online.
Forensic Report Confirms Document Tampering
A forensic analysis validated the allegations of document manipulation. Authorities confirmed that irregularities flagged during the RGHS inquiry were backed by findings from a forensic science laboratory.
Based on the evidence, police proceeded with the arrest of the hospital operator on charges related to fraud and forgery.
Accused Doctor Hospitalised After Arrest
Following his arrest, the accused doctor reportedly suffered from severe stress and anxiety and was admitted to SMS Hospital for treatment. Police officials confirmed his deteriorating health condition.
Private Healthcare Sector Reacts Strongly
The arrest has triggered a backlash from private healthcare providers. Vijay Kapoor, President of the Private Hospitals and Nursing Homes Association, criticized the action, claiming it deviates from established SOPs.
He warned that such actions could discourage private hospitals from admitting critical patients, potentially impacting access to timely healthcare. He emphasized that clear guidelines already exist for handling patient deaths and related investigations, which should be followed strictly.
Key Takeaway
While the Jaipur case underscores strict action against financial and documentation fraud in government schemes, it also raises concerns about balancing accountability with procedural fairness for healthcare providers.
