
Karnal: In a major crackdown on quackery, the Chief Minister’s Flying Squad raided two illegally operating clinics in Panipat, exposing grave violations of medical laws. Two FIRs have been registered, and investigations are underway against individuals found running medical establishments without licenses or valid medical qualifications, posing a serious threat to public health.
In the first case, Shabir Ali, a local resident, was found posing as a doctor at a clinic in Model Town. According to officials, he failed to present any valid degree, license, or proof of regulatory compliance. Although the clinic signboard bore the name of his daughter—a BAMS graduate—Ali admitted she had moved to Saharanpur after marriage in November 2024.
The raid, carried out by Medical Officer Vishal under the supervision of the Civil Surgeon, uncovered a large stock of allopathic and injectable medicines, some labelled with the name “Dr. S Khan.” An FIR was registered at the Model Town police station under:
- Sections 18(a)(i) and 18(c) of the Drugs and Cosmetics Act
- Section 34 of the National Medical Commission (NMC) Act
- Section 318(4) of the Bharatiya Nyaya Sanhita (BNS)
Second Raid: Fake Hospital Operating Under Unrecognised Certification
In a separate incident, a man was found operating Dev EH Hospital and Medical Institute near Deswal Chowk without recognized medical credentials. He claimed to hold a BEMS (Bachelor of Electropathy Medicine and Surgery) degree and displayed registration from the Electronomopathy Medical Council, Panchkula—a body not recognized by the National Medical Commission (NMC).
An FIR was filed at the Old Industrial police station under similar sections of the Drugs and Cosmetics Act, NMC Act, and the BNS.
“The legitimacy of the council that issued these certificates is highly questionable and will be verified by the appropriate authorities,” stated Dr. Subash Galawat, Deputy Chief Medical Officer, Panipat.

Both men are under investigation for unauthorised medical practice, a serious legal and ethical violation. The raids are part of Haryana’s intensified campaign against quackery, aimed at protecting patients from unqualified practitioners and upholding medical standards.
