
Jaipur: In a significant move aimed at strengthening public healthcare services, the Rajasthan Medical Education Department has made it mandatory for doctors completing postgraduate (PG) and super-speciality (SS) medical courses in state-run medical colleges to serve for two years in government hospitals affiliated with medical colleges.
The new order, issued recently by the department, applies to all PG and SS students from government and RajMES (Rajasthan Medical Education Society) institutions, including RUHS. At the time of admission, candidates will now be required to submit a bond worth ₹25 lakh with an undertaking to serve the state.
Strict Bond Rules with Provision for Exemption
As per the notification, if any candidate wishes to opt out of the bond service, they may do so by paying the bond amount. The department has clearly stated that original documents of candidates will be retained until the bond service is completed. Documents will only be released upon verification of two years of government service.
Candidates selected for super-speciality courses or fellowships at Institutes of National Importance (like AIIMS, PGI, JIPMER) will also need to serve two years after course completion. For those already pursuing PG and opting for SS courses mid-way, the two-year bond post-SS still applies.
Senior Residency Allotment and Posting Rules
Upon completing PG or SS courses, doctors will be appointed as Senior Residents (SRs) in government or RajMES medical institutions including RUHS, ESI Alwar, and AIIMS Jodhpur. The SR Allotment Board will gather data on outgoing batches and carry out allotments based on specialty, in-service/non-service status, and NEET PG/SS scores.
- Separate merit lists will be prepared for in-service and non-service candidates.
- A common counselling session will be held.
- Reservation policy of the state will be followed.
- Vacancies not claimed by bond batch students will be auto-allocated by the board.
Financial Relief for Previous Batches
Students from the 2019-22 batches were offered one-time bond relief, with the amount reduced to ₹10 lakh. They can exit the bond after one year of service by paying ₹5 lakh.
Work Experience and Pay
SRs will be eligible for maternity/paternity leave and 15 days of paid casual leave per year. Upon completing service, candidates will receive work experience certificates from their respective principals. SS SRs will be eligible for Assistant Professor posts, depending on specialization.
Department’s Clarification
Commenting on the new rules, Ambrish Kumar, Secretary, Medical Education, said:
“For the first time, every PG student graduating from RUHS will get to work in their area of specialization. We’ve done exact mapping. Everyone will serve for two years in medical colleges as Senior Residents.”
Background
Last year, the state had restored the ₹25 lakh bond requirement for PG admissions, while also introducing a ₹10 lakh surety bond to deter mid-course exits. The new mandate is seen as a move to bridge staffing gaps in public hospitals, particularly in specialized departments.
