7 District level hospitals to be upgraded to medical colleges in Gujarat; brown field policy amended

Gandhinagar: The Gujarat Government has made amendment in the policy of brown field medical college by the Gujarat cabinet. With the amendment of the brown field policy, brown field medical colleges will be started in a total of seven districts in the state namely Botad, Devbhoomi-Drarka, Gir Somnath, Kheda-Nadiad, Chotaudepur, Mahisagar-Lunawada and Dang-Ahwa. With the opening of these medical colleges, the people of the state will be able to get more health services at the district level through expert doctors.

The state government has made important reforms in the brown field policy. Pregnant women will have to be given complete free treatment up to 20 days after delivery and also for children up to one year age for which NICU as required will have to be set up. A unit of at least 10 beds will have to be set up for dialysis services. All treatments except heart, brain, cancer and organ transplant, cochlear implant shall be given free in case of referred students under school health programme. The blood bank at the hospital shall be continued compulsorily even after the establishment of the Brown Field Medical College and free blood shall be provided to all as per requirement considering the need and priority of the patient and free blood shall be provided to the nearby government institutions as per requirement without any discrimination.

After the organization take over the management of the hospital, trauma patients and vehicle accident patients will have to be compulsorily given free treatment. No additional grant will be allocated by the Government for the construction of missing beds for expansion of the hospital as per National Medical Commission criteria as the institution takes over the management of the hospital under the Brown Field Scheme. All the schemes of the State Government and the Government of India have to be implemented but no scheme funds will be allocated for them.

However, the hospital shall be entitled to retain the income under the PMJAY scheme. Twenty-five (twenty-five) percent of the gross amount of the income generated from the diagnosis fee for the treatment provided to the patients in that hospital and the PMJAY fee shall be deposited in the patient welfare committee of the hospital. Rogi Kalyan Samiti has to be formed in the hospital, the institution has to strictly implement the Gujarat Clinical Establishment (Registration and Regulation) Act, 2021 and its rules, as amended from time to time, promulgated by the State Government.
