Highly educated module used medical networks, digital tools and explosive materials in alleged plan to revive banned terror outfit

Srinagar: The State Investigation Agency (SIA) on Thursday filed a chargesheet against 10 accused individuals in a major “white collar” terror conspiracy case, widely referred to as the ‘Doctors Terror Module’, involving several medical professionals from Jammu and Kashmir.

According to officials, the chargesheet has been filed in connection with a covert terrorist network that allegedly operated under the guise of professional credibility while engaging in radicalisation, recruitment, and operational planning.


Key Accused and Background

Among the accused is Dr Umar Un Nabi, who was killed during the Red Fort blast last November. The remaining accused include Arif Nisar Dar alias Sahil, Yasir Ul Ashraf Bhat, Maqsood Ahmad Dar alias Shahid, Irfan Ahmad Wagay alias Owais, Zameer Ahmad Ahanger alias Mutlashi, Dr Muzamil Shakeel Ganaie alias Musaib, Dr Adeel Ahmad Rather alias Javaid, Dr Shaheen Saeed, and Tufail Ahmad Bhat.

All ten individuals were booked at Nowgam Police Station in Srinagar.


Origin of the Case

The case traces back to October last year, when threatening posters surfaced in Srinagar’s Nowgam area. These posters bore the name of the banned terror outfit Jaish-e-Mohammad (JeM), aiming to instill fear, disrupt public order, and challenge India’s sovereignty.

However, investigations later revealed that the use of JeM’s name was a strategic ploy.


Larger Terror Conspiracy Uncovered

The SIA probe uncovered that the poster campaign was part of a broader conspiracy to revive Ansar Ghazwat-ul-Hind (AGuH), another banned terrorist organisation.

Officials stated that the accused deliberately leveraged JeM’s notoriety to create psychological impact while secretly working toward rebuilding AGuH’s operational network.


Use of Medical Network and Digital Platforms

The investigation revealed that the group consisted of highly educated individuals, including doctors, who allegedly misused their professional access and institutional environments for unlawful activities.

Authorities said the accused were actively spreading extremist propaganda via encrypted digital platforms and engaging in recruitment activities.

Notably, experimental work related to explosive fabrication was reportedly carried out in residential premises and facilities linked to Al-Falah Medical University.


Explosives and Materials Procurement

The probe found that the group identified Triacetone Triperoxide (TATP), a highly volatile explosive used in several global terror attacks, as a preferred material due to the ease of sourcing its precursor components.

Officials described the scale of accumulation of explosive substances and related materials as alarming, indicating a high level of preparedness and intent that could have led to catastrophic consequences.


Investigation Outcome

The SIA stated that it has dismantled the entire terror network and its support system through a comprehensive and evidence-based investigation.

The chargesheet includes digital forensics, material recoveries, scientific analysis, and witness testimonies, which authorities claim provide strong and irrefutable evidence of the accused’s involvement in the conspiracy.


Security Implications

Security agencies believe the timely detection of this module prevented a potentially large-scale terror attack. The case highlights growing concerns over the misuse of professional ecosystems and advanced knowledge in facilitating terror activities.

Further legal proceedings are expected as the case moves forward in court.
