Jaipur: The Rajasthan Government has constituted a committee to examine the newly released Teachers’ Eligibility Qualification (TEQ) regulations issued by the National Medical Commission (NMC) in June 2025. The panel will also prepare a factual report on the adjustment of doctors from the state health department into medical colleges under the medical education department.

Committee Composition

The committee is headed by the Commissioner of the Directorate of Medical Education. Other members include Director of Public Health Ravi Prakash Sharma, Additional Director (Academic) Rashmi Gupta, SMS Medical College Principal and Controller Dr. Deepak Maheshwari, and RNT Medical College Udaipur Principal and Controller Dr. Vipin Kumar Mathur, among others. The panel has been directed to submit its report within 15 days.

Background of NMC Regulations

The NMC released the final Medical Institutions (Qualifications of Faculty) Regulations, 2025 on June 30, outlining eligibility criteria for both medical and non-medical faculty across medical colleges. These rules now apply to all institutes under NMC’s jurisdiction.

Opposition by Teachers’ Body

The Rajasthan Medical College Teachers Association (RMCTA) has strongly opposed the formation of the committee, alleging that it goes against the interests of medical education and existing faculty members. RMCTA warned of a statewide agitation if the government does not dissolve the panel.
An RMCTA official said that accommodating doctors without teaching experience, academic ability, and research exposure would adversely affect the quality of medical education.

Support from Doctors’ Association

On the contrary, the All Rajasthan In-Service Doctors Association (ARISDA) welcomed the government’s move, stating that it provides in-service doctors an opportunity to enter the field of medical education. ARISDA President Ajay Chaudhary accused RMCTA of opposing reforms due to “personal interests” and said the move would strengthen medical education and healthcare services in the state.

Past Controversy

A similar conflict had emerged in 2017 when the state government ordered equivalence between medical officers and medical teachers to tackle faculty shortages. The order had faced stiff opposition from medical faculties, forcing the government to roll back.
