Bhubaneswar:
The Odisha Medical Services Association (OMSA) has issued a stern ultimatum to the State Government, demanding the fulfillment of a seven-point charter within a month. The doctors’ body warned of mass resignation if their long-pending demands are not addressed.
The resolution was passed during OMSA’s general body meeting held at the OMSA Bhawan in Bhubaneswar.
Key Demands by OMSA:
- Implementation of Dynamic Assured Career Progression (DACP): OMSA demanded the adoption of DACP in Odisha, a system already implemented in 18 other states, to ensure timely career advancement for doctors.
- Cadre Reconstitution: Doctors are pushing for a reconstitution of their cadre, which they claim has been pending for over seven years.
- DACP for Dentists & Incentives: Immediate implementation of DACP for dentists, along with incentives for postgraduates and those under the PBI (Performance-Based Incentive) scheme.
- DACP During Contractual Period: Extension of DACP benefits to the contractual/adhoc period for doctors.
- Transparent Transfer Policy: OMSA demanded a fair and transparent doctor transfer system. Those who have served over five years in KBK (Kalahandi-Balangir-Koraput) areas should be shifted to preferred postings without delay.
- Health Insurance: Universal health insurance coverage for all government doctors across Odisha.
- Reporting Structure Reform: Performance reports of District Headquarters Hospitals (DHHs) should be submitted directly to the Director of Health Services, bypassing the current route through District Collectors.
Warning to the Government
OMSA has made it clear that failure to act within the stipulated time frame will result in severe steps, including mass resignation of doctors across the state. The association emphasized that the demands reflect long-standing systemic issues that affect the morale and working conditions of government medical professionals.
