Major Push for Healthcare, Youth and Women Empowerment

Chandigarh: Haryana Chief Minister Nayab Singh Saini on Monday unveiled an expansive set of welfare and development proposals while presenting the 2026–27 Budget in the state Assembly. Holding the finance portfolio, Saini laid strong emphasis on healthcare expansion, senior citizen welfare, women’s empowerment, sports, skill development and industrial growth.

Expansion of Health Sub-Centres and Ayushman Arogya Mandirs

The Chief Minister announced that 100 new health sub-centres and Ayushman Arogya Mandirs will be established across the state. Describing them as the smallest yet vital units of healthcare delivery, he said these centres provide vaccination, antenatal and postnatal care, and monitoring of communicable and non-communicable diseases. Additionally, Rs 100 crore has been earmarked to strengthen fire-fighting systems in district hospitals, sub-divisional hospitals and community health centres.

HPV Vaccination and Women-Centric Healthcare

Referring to the nationwide HPV vaccination drive launched by Narendra Modi on February 28, Saini proposed to vaccinate three lakh girls in Haryana aged between 14 and 15 years to prevent cervical cancer. To further promote the vision of “Har Nari, Swasth Nari”, special ‘Swasth Nari-Sashakt Parivar’ clinics will be set up in every district and sub-divisional hospital.

Senior Citizen Welfare and Mental Health Focus

Under the NIROGI Haryana scheme, all citizens above 70 years of age will receive free blood testing facilities, irrespective of income. The government will also train 1,000 elderly caregivers and establish Senior Citizen Welfare Clubs. Recognising the importance of mental health, one counsellor will be appointed at each community health centre, with outreach services extended to schools and colleges.

Strengthening Ayushman Bharat and AYUSH Infrastructure

Highlighting progress under the Ayushman Bharat scheme, Saini said that public hospitals treated 2.94 lakh patients in 2024–25 at a cost of Rs 160 crore, while 4.29 lakh patients were treated in 2025–26 at Rs 299 crore. The target for 2026–27 is to double the number of beneficiaries. A new building for education, training and research will also be constructed at Shri Krishna AYUSH University at a cost of Rs 135 crore.

Worker Welfare and Industrial Health Measures

To prioritise worker safety, an Integrated Surakshit Shramik Swaasthiya System (4-S) will be introduced, offering free annual health check-ups to industrial workers. Registered construction workers will receive comprehensive free healthcare services, including OPD and IPD treatment. A Workplace Safety Fund of Rs 5 crore will be set up to promote women’s participation in the workforce.

Youth Empowerment, Sports and Skill Development

The state will launch the “Fit Haryana Campaign” by September 30, 2026, to promote fitness and healthy lifestyles. Internationally renowned coaches will be appointed, synthetic athletic tracks will be built in every district, and a Khelo India Mini Centre will be established in each district under the guidance of former champion athletes. Youth hostels will be constructed in Karnal, Hisar, Rohtak, Gurugram and Palwal, while new skill development initiatives, including entrepreneurship institutes and apprenticeship support schemes, will also be rolled out.

Education and Social Infrastructure Boost

Under the PM-SETU scheme, industrial training institute clusters will be developed in Sonipat and Kurukshetra at a cost of Rs 241 crore. A modern State Skill Faculty Training and Research Centre will be established, alongside three State Entrepreneurship Development Institutes with 30 per cent seats reserved for women. Vatsalya Bhavans will be set up in Ambala, Yamunanagar, Rohtak and Gurugram to provide integrated services for women and children, reinforcing the government’s inclusive growth agenda.
