Council Enhances Efficiency Amid Surge in Applications from Indian and Foreign-Trained Doctors

In a major administrative push, the Jammu and Kashmir Medical Council (JKMC) has significantly expedited the issuance of registration certificates to allopathic doctors, following a mandate that requires all medical practitioners — local or from outside the Union Territory — to be permanently registered with the council in order to practice.
According to a UNI report, the Council has issued a total of 1,688 registration certificates in just the past 60 days, reflecting its commitment to streamlined reforms and compliance with National Medical Council (NMC) regulations.
Breakdown of Registrations
JKMC President Dr. S. Muhammad Salim Khan provided a detailed overview of the registrations processed between May and June:
- 542 Permanent Registrations
- 863 Provisional Registrations
- 132 Additional Qualification Registrations
- 111 No Objection Certificates (NOCs)
- 40 Good Standing Certificates
These certifications were granted to Indian-trained doctors and those educated in countries like Bangladesh, Kyrgyzstan, China, and Iran.
2024 Registrations Overview
For the year 2024 so far, JKMC has processed:
- 1,295 permanent registrations
- 1,557 provisional registrations
- 342 additional qualification registrations
- 467 NOCs
- 225 good standing certificates
This marks a significant increase in registration activity, driven by final-year MBBS results declared by medical universities and the completion of compulsory internships by approximately 1,000 interns in May–June.
Foreign Medical Graduates (FMGs) in Focus
Dr. Khan also highlighted that 255 FMGs were selected for compulsory rotatory medical internships in J&K medical colleges, based on their performance in the Foreign Medical Graduate Examination (FMGE) conducted by the National Board of Examination (NBE).
FMGs are required to undergo a stringent verification process, including:
- Eligibility certificates from NMC
- Degree and internship completion certificates from foreign universities
- Attestation through respective embassies
- FMGE scorecards issued by NBE
Strengthening the System
To tackle the growing registration demand and existing backlog, the JKMC is planning to:
- Hire additional staff to accelerate processing
- Digitize records of all registered medical practitioners since the council’s inception
Dr. Khan emphasized that the council remains committed to ensuring that only qualified and certified professionals deliver healthcare services in Jammu and Kashmir.
