Government plans round-the-clock surveillance at Madipur, Jwalapuri, and LNJP hospital sites; questions raised over public spending on stalled infrastructure
The Delhi Government is set to spend over ₹7 crore on securing three partially constructed hospital complexes that are yet to become operational, according to a senior official. The move comes as concerns grow over prolonged delays and rising costs in public healthcare infrastructure projects.
Security Measures Planned Across Hospital Sites
The proposed expenditure will cover security arrangements at hospital complexes in Madipur, Jwalapuri, and the new block of Lok Nayak Jai Prakash Narayan Hospital. The plan includes deployment of security agencies, installation of surveillance systems, improved lighting, and barricading of the premises.
Authorities aim to ensure 24/7 monitoring through CCTV cameras, with operators working in three shifts. The security project is expected to run for one year.
Cost Breakdown of Security Deployment
According to officials, approximately ₹2.43 crore will be allocated for the Madipur hospital site, ₹2.39 crore for Jwalapuri, and ₹2.22 crore for the LNJP hospital complex. In addition to surveillance, the sites require essential maintenance work such as wiring and dewatering due to prolonged inactivity.
Delays and Public Spending Raise Concerns
The hospital projects have reportedly been stalled for nearly two years, sparking criticism over the use of public funds for securing incomplete structures rather than expediting their completion.
By April 2025, over ₹1,000 crore had already been spent on these hospital projects, with construction progress ranging between 65% and 80%. Despite significant investment, none of the facilities have been completed or made operational.
Government Plans Revival Through PPP Model
Earlier this year, the Delhi government announced plans to revive and complete long-pending hospital projects by shifting them to a Public-Private Partnership (PPP) model. Officials indicated that timelines would be set to ensure faster completion under the new framework.
Boost to Medical Education in Pipeline
In a parallel development, the government is also planning to establish a new medical college in Dwarka with an estimated investment of over ₹800 crore. The move is expected to strengthen medical education and healthcare capacity in the national capital.
The developments highlight the dual challenge faced by the administration—managing existing stalled infrastructure while simultaneously planning new healthcare projects.
