Allegations of Irregularities in Staff Recruitment Surface
Bhubaneswar: The Central Bureau of Investigation (CBI) has registered a First Information Report (FIR) against six individuals, including an Assistant Administrative Officer from AIIMS Bhubaneswar’s recruitment cell, over alleged irregularities in the recruitment of four staff members. The accused are Rajashree Panda, Sangram Mishra, Sai Sagar Kar, Shri Sambit Mishra, and Sruti Sagar Kar, with four of them previously absconding, according to PTI.

Preliminary Enquiry Reveals Criminal Conspiracy and Forgery
The FIR was lodged following a preliminary enquiry initiated in March, which indicated prima facie evidence of criminal conspiracy, cheating, forgery, and bribery in the recruitment process.

CBI Raid and Interrogation Highlights Recruitment Scam
In February 2025, CBI conducted a five-hour raid at AIIMS Bhubaneswar after receiving complaints and a tip-off. During the operation, 27 individuals including institute staff were interrogated, and crucial documents were seized. The probe focused on how four temporary staff members from the same family secured permanent positions—two as sanitary inspectors and two as clerks—without opening the opportunity to other candidates.

Fake Certificates and Forged Work Experience Uncovered
Investigations revealed submission of forged educational certificates from Shree College of Paramedical Sciences, Ghaziabad, and fake work experience letters claiming service at B.R.D. Medical College, Gorakhpur. The CBI found no evidence of the existence of the said college or its affiliating body, the Allied Healthcare Council of India, at the addresses mentioned online.

Institute’s Verification Process Questioned
The inquiry raised concerns over AIIMS’ verification system, as the Assistant Administrative Officer failed to report that verification letters sent to the Ghaziabad institute were returned undelivered. This lapse enabled the four candidates to continue employment despite fraudulent credentials.

Conspiracy Involving Bombay Intelligence Security Employee
The FIR alleges Sruti Sagar Kar, an employee of Bombay Intelligence Security (India) Limited (BIS), conspired to secure permanent jobs for his relatives at AIIMS Bhubaneswar. His wife, Rajashree Panda, along with Sangram Mishra, Sai Sagar Kar, and Shri Sambit Mishra, are accused of securing posts through forged documents.

AIIMS Authorities Deny Involvement, Cooperate with Investigation
While AIIMS Bhubaneswar has denied any direct involvement in the scam, they have assured full cooperation with the ongoing CBI investigation.
