Government Clarifies Status of AIIMS Under PMSSY
The Union Ministry of Health and Family Welfare has informed the Lok Sabha that 18 out of the 22 All India Institutes of Medical Sciences (AIIMS) approved under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) are currently functional. The clarification was provided on February 6, 2026, in response to concerns that over 18 per cent of AIIMS institutions in the country are non-operational.
Question Raised in Parliament
The issue was raised through an Unstarred Question by Smt. June Maliah, who sought details on whether more than 18 per cent of AIIMS institutions were non-functional. She also requested the names of such institutes and the expected timelines for their completion and operationalisation.
Minister’s Official Response
Replying on behalf of the Ministry, Minister of State for Health and Family Welfare Shri Prataprao Jadhav stated that 22 AIIMS have been approved across various States and Union Territories. Of these, 18 are fully operational, while four are either under construction or at the pre-investment stage.
AIIMS at Pre-Investment Stage
Among the four non-operational projects, AIIMS Darbhanga in Bihar is currently at the pre-investment stage. This means preliminary processes, including planning and approvals, are underway before full-scale construction begins.
AIIMS Under Construction
Three AIIMS are presently under construction. These include AIIMS Majra (Rewari) in Haryana, AIIMS Awantipora in Jammu & Kashmir, and AIIMS Madurai in Tamil Nadu. Work is progressing at different stages depending on site-specific conditions.
Functional AIIMS Across States
The 18 operational AIIMS are located in Mangalagiri (Andhra Pradesh), Guwahati (Assam), Patna (Bihar), Raipur (Chhattisgarh), Rajkot (Gujarat), Bilaspur (Himachal Pradesh), Vijaypur (Jammu), Deoghar (Jharkhand), Bhopal (Madhya Pradesh), Nagpur (Maharashtra), Bhubaneswar (Odisha), Bathinda (Punjab), Jodhpur (Rajasthan), Bibinagar (Telangana), Raebareli and Gorakhpur (Uttar Pradesh), Rishikesh (Uttarakhand), and Kalyani (West Bengal). These institutes are currently providing healthcare services and medical education.
Factors Affecting Completion Timelines
The Minister further clarified that completion timelines for the under-construction AIIMS depend on several factors. These include transfer of encumbrance-free land by State Governments, regulatory approvals, environmental clearances, and other local or site-specific challenges.
Majority of AIIMS Operational
The government’s response indicates that while a small percentage of AIIMS projects are yet to become operational, the majority are already functional and contributing significantly to healthcare delivery and medical training across India.
