Forged Signatures, Fake Patient Data and Misused Doctor Seals Under Scanner

A major alleged fraud under the Rajasthan Government Health Scheme (RGHS) has surfaced, with a private diagnostic company accused of siphoning off an estimated Rs 5–7 crore by creating fake patient records, forging doctors’ signatures, and misusing official medical seals.

The Diagnostic and Imaging Centre, which operated CT and MRI services at PBM Hospital in Bikaner, allegedly generated fabricated medical documents and uploaded false claims under RGHS to obtain reimbursements for diagnostic services that were either never conducted or falsely documented.

Fake Test Reports and Fabricated Medical Records Alleged

According to the FIR filed in the case, the company allegedly fabricated multiple diagnostic reports between 2024 and 2025, including HIV tests, Procalcitonin tests, HbA1c reports, and other screening investigations.

Medical authorities identified several discrepancies in the records. In one instance, a patient diagnosed with Type 2 Diabetes Mellitus (T2DM) reportedly had completely normal HbA1c readings, raising serious concerns about the authenticity of the uploaded reports.

Doctors Deny Issuing Prescriptions and Reports

Several doctors whose names, signatures, and seals appeared on the disputed documents have denied any involvement in the alleged fraud.

An Assistant Professor from the Department of Cardiology at PBM Hospital stated that none of the signatures appearing on documents generated through the Transaction ID (TID) system belonged to him. He alleged that employees associated with the diagnostic centre may have forged the documents.

A Medical Officer also claimed that OPD slips attributed to her were emailed by the diagnostic centre, but neither the slips nor the signatures and seals matched her official records.

Another doctor alleged that his Rajasthan Medical Council (RMC) registration number had been misused despite the fact that he completed his internship only in 2025 and was not authorized to issue such prescriptions during the period under investigation.

Questions Raised Over Government Contract Awards

The controversy has also triggered concerns over administrative oversight within the health department.

Officials reportedly de-panelled the company in December 2025 and registered a case against it. However, despite the action, the same firm allegedly secured a Rs 12 crore contract in January 2026 for ECG investigations and manpower services at Bikaner Medical College.

Further scrutiny emerged after the company was reportedly awarded another MRI services tender at MDM Hospital in Jodhpur in April 2026, prompting questions about the decision-making process behind government contract allocations.

Wider RGHS Investigation Underway

Authorities confirmed that FIRs have also been filed against a nursing home and a pharmacy in related cases. The Special Operations Group (SOG) is conducting a broader investigation into alleged irregularities under the Rajasthan Government Health Scheme.

Several arrests have already been made in connected cases involving individuals linked to private hospitals and diagnostic centres.

Speaking on the matter, PBM Hospital Superintendent Dr. B.C. Ghiya said that doctors had submitted written statements confirming that the signatures and seals appearing on the documents were not theirs. He added that an investigation into another tender involving the diagnostic centre is also underway and further action will depend on departmental directives.

Police Probe Focuses on Billing Records and Digital Submissions

The investigation is currently being led by SHO Vikram Tiwari. Officials are examining billing records, digital claim submissions, and patient data to determine the full extent of the alleged fraud.

Authorities believe the findings could expose one of the largest healthcare reimbursement scams linked to the Rajasthan Government Health Scheme in recent years.
