
Draft amendment released; stakeholders invited to submit suggestions within 30 days

The National Medical Commission (NMC) has proposed a major relief for doctors by recommending the removal of the existing ₹2.5 lakh application fee required for the recognition of medical qualifications in India. This comes through a draft amendment to the National Medical Commission (Recognition of Medical Qualification) Regulations, 2023, published in the official Gazette dated July 16, 2025.
As per the proposed amendment titled National Medical Commission (Recognition of Medical Qualification) Regulations (Amendment), 2025, Clause 7 of the existing regulations has been modified. The section, which previously mandated Indian applicants to pay ₹2.5 lakh per qualification for recognition, has now been omitted. The revised clause now retains only the fee applicable to foreign authorities, which remains $10,000 USD per qualification.
The original 2023 regulations, notified on December 29, 2023, were aimed at streamlining the recognition process for medical qualifications in India and ensuring uniformity. They outlined procedures for adding new qualifications and withdrawing recognition of outdated ones. Clause 7, under the heading “Application Fee,” had been a key point of concern due to the high cost imposed on applicants.
Amendment Seeks Public Feedback
The NMC, through its gazette notification, has invited objections and suggestions from stakeholders regarding this draft amendment. These inputs must be submitted within 30 days from the date the gazette is made publicly available. Submissions should be sent in the prescribed format to the Director (PGMEB), NMC, either physically at their Dwarka office or via email at recogmedqualifications2025@nmc.org.in.
The Commission has clarified that only submissions made through the designated email ID will be considered. The draft notification and further details are available on the NMC’s official website: www.nmc.org.in.
This move is expected to make the qualification recognition process more accessible to Indian medical professionals while maintaining the required standards for foreign qualifications.
