NEW DELHI – In a significant step toward building more resilient and innovation-driven healthcare systems, India and Japan successfully concluded the 3rd Joint Committee Meeting (JCM) on Healthcare on May 5, 2026. Co-chaired by India’s Union Minister of Health and Family Welfare, Shri Jagat Prakash Nadda, and Japan’s Minister in charge of Healthcare Policy, Ms. Kimi Onoda, the summit at Bharat Mandapam reinforced a shared vision for global health security and technological advancement.

Strategic Pillars of Cooperation
The meeting focused on four critical domains intended to transform the bilateral Memorandum of Cooperation into actionable health outcomes. High on the agenda was the management of Non-Communicable Diseases (NCDs), particularly cancer, diabetes, and cardiovascular conditions. India shared its comprehensive strategy for early screening and continuum of care aligned with Sustainable Development Goals, while Japan presented advanced diagnostic technologies and frameworks for strengthening treatment systems through technical collaboration.

Supply Chain Resilience and Pharmaceuticals
A major highlight of the discussions was the commitment to building resilient medical supply chains. India emphasized the strength of its pharmaceutical and medical devices sectors, focusing on the domestic manufacturing of affordable, high-quality products. In return, the Japanese delegation elaborated on their public-private collaboration model, aimed at ensuring stable access to medical products and reducing global dependencies that were exposed during recent health crises.

Digital Health and Emerging Technologies
The summit also served as a showcase for India’s digital public infrastructure. Officials detailed the progress of the Ayushman Bharat Digital Mission (ABDM), which is creating a secure, interoperable health ecosystem. Japan, renowned for its technological prowess, shared expertise in AI-enabled medical technologies, system integration, and collaborative research initiatives.

Building on the JCM, a separate high-level meeting on May 6, 2026, saw the exchange of a critical Memorandum of Cooperation in health and medical devices between the Japan Agency for Medical Research and Development (AMED) and the Indian Council of Medical Research (ICMR). This agreement, along with a Letter of Intent on Quantum Science and Technology, signals a shift toward deep-tech integration in future healthcare delivery.

Empowering the Medical Workforce
Recognizing that technology is only as effective as the professionals using it, both nations pledged to expand human resource development. The roadmap for the coming years includes joint training programs, personnel exchanges, and research collaborations to expose medical professionals to diverse clinical environments and innovative practices.

In his closing remarks, Minister Nadda stated that the deliberations have imparted “renewed momentum” to the India-Japan partnership, setting a clear direction for inclusive health systems. Ms. Onoda reaffirmed Japan’s resolve to strengthen the “Special Strategic and Global Partnership,” ensuring that both nations leverage their unique strengths to address evolving global health challenges effectively.
