SMIMER Dean’s Early Appointment Highlights Rare Career Progression in Indian Medical Education

Surat: Dr Deepak Sadashiv Howale, currently serving as Dean of the Surat Municipal Institute of Medical Education & Research (SMIMER), achieved a distinction that remains uncommon in Indian medical education administration by assuming the position of Dean at the age of just 45 years and 5 months.

According to official service records, Dr Howale, who was born on May 24, 1973, was appointed as the regular Dean of NAMO Medical College (Government Medical College), Silvassa, Dadra and Nagar Haveli, on October 16, 2018. The appointment came significantly earlier than the age at which most medical college Deans in India typically assume leadership positions.

Career Progression Followed Minimum Eligibility Timeline

Dr Howale began his academic career as a Tutor in 2000 and steadily progressed through the ranks, becoming Assistant Professor in 2004, Associate Professor in 2009, and Professor in 2012 before taking charge as Dean in 2018.

The 18-year journey from Tutor to Dean closely aligns with the minimum eligibility requirements prescribed under medical education regulations, reflecting a rapid yet regulation-compliant academic progression.

Dr Howale’s first tenure as Dean was at the NAMO Medical Education & Research Institute in Silvassa, where he played an important role in the institution’s development and growth during its formative years.

He later joined SMIMER, Surat, as Dean on February 19, 2022, and continues to lead the institution. In addition to serving as Dean, he chairs the Medical Education Unit and the Multi-Disciplinary Research Unit, overseeing faculty development programmes, curriculum implementation, academic quality enhancement, and research initiatives.

Under his leadership, the institution has witnessed an increase in both MBBS and postgraduate seats. He has also expressed a strong commitment towards expanding super-speciality services to improve healthcare access for the people of Surat.

While Dr Howale’s appointment is undoubtedly rare by prevailing standards, a definitive claim that he is the youngest Dean in India cannot be independently verified.

At present, neither the National Medical Commission (NMC) nor any other government authority maintains a publicly accessible national database containing the dates of birth and appointment details of all medical college Deans across the country. Dean appointments are handled separately by state governments, Directorates of Medical Education and Research, Union Territories, and autonomous institutions, making comprehensive nationwide comparisons difficult.
