Disciplinary Action
A government medical officer at the District Hospital Bandipora has been suspended for dereliction of duty and failure to participate in Independence Day celebrations, as per an order issued by the Chief Medical Officer (CMO), Bandipora.
Details of Absence
The doctor, posted as a Medical Officer, did not report for duty on August 14, which impacted patient care. Additionally, despite written instructions, she failed to attend the Independence Day celebrations on August 15, showing “disrespect and disregard for a National Event,” according to the CMO’s order.
Rules Invoked and Inquiry
Disciplinary action has been initiated under Rule 31 of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956 and Article 128 of the J&K Civil Service Regulations. The doctor has been placed under immediate suspension pending a formal inquiry.
Interim Arrangements
During the suspension, she has been attached to the Head of the Ophthalmology Department at the District Hospital Bandipora and will receive a subsistence allowance as per service rules.
Context
This suspension mirrors similar actions in other states, such as Tamil Nadu, where health staff were suspended following surprise inspections for absenteeism during duty hours, highlighting ongoing efforts to enforce accountability in government healthcare facilities.
