Departmental Inquiry Confirms Allegations Against HOD of Radio-Diagnosis
The Health and Medical Education Department of Jammu & Kashmir has imposed a strict ban on private practice by a senior government doctor posted at Government Medical College Jammu following a departmental inquiry linked to a Public Interest Litigation (PIL) before the High Court of Jammu & Kashmir and Ladakh.
According to official reports, the action has been taken against the Professor and Head of the Department (HOD) of Radio-Diagnosis at GMC Jammu after allegations surfaced that he was involved in private medical practice at a diagnostic centre in Reasi district.
Inquiry Findings Supported Allegations
The government order stated that the allegations against the senior doctor were substantiated through findings of a prior departmental inquiry and official communication received from the Chief Medical Officer (CMO), Reasi.
Based on these findings, the department has initiated formal disciplinary proceedings against the officer under the applicable service conduct and disciplinary regulations.
Authorities noted that the action was also taken in accordance with Order No. 43-HME of 2013, which clearly prohibits private practice by Heads of Departments working in government medical colleges, associated hospitals, and government dental colleges across the Union Territory.
Government Warns of Strict Disciplinary Action
In its latest directive, the Health and Medical Education Department instructed the doctor to immediately stop all forms of private practice.
The order further warned that any violation of the directive would invite strict disciplinary action under the Jammu and Kashmir Government Employees (Conduct) Rules, 1971, along with other applicable statutory provisions.
Officials said the move reflects the administration’s intent to ensure accountability and maintain ethical standards within government healthcare institutions.
Administrative Reshuffle in Jammu & Kashmir Health Department
Earlier, the Jammu & Kashmir Health and Medical Education Department had also carried out a major administrative reshuffle involving 22 doctors across multiple districts and healthcare institutions in the Union Territory.
The transfers and postings were issued through Government Order No. 411-JK(HME) of 2026 dated May 12, 2026. According to the department, the reshuffle was undertaken “in the interest of administration and patient care” and came into immediate effect.
The government stated that the initiative is aimed at strengthening healthcare services and improving patient care delivery across Jammu & Kashmir.
