Jaipur: The Rajasthan State Health Assurance Agency (RSHAA) has issued show-cause notices to 50 hospitals across the state for significantly lower bookings of urology-related treatment packages under the Rajasthan Government Health Scheme (RGHS). The agency has cautioned that failure to provide a satisfactory explanation could result in these hospitals being de-panelled from the scheme.
Findings from RGHS Review
RSHAA Chief Executive Officer Harjeelal Atal stated that while many hospitals are providing urology treatments under the scheme, a recent review showed that these 50 institutions consistently reported fewer package bookings despite high patient demand. In August alone, around 9,000 patients availed urology-related treatments through RGHS, highlighting the gap in service delivery by the hospitals under scrutiny.
Dispute Over Package Rates
Some hospitals and urology associations have raised objections to the existing package rates, demanding an upward revision. However, Atal clarified that RGHS rates are aligned with those under the Central Government Health Scheme (CGHS), making refusals on pricing grounds unjustified. He stressed that stakeholders are welcome to approach the RSHAA office with concerns, but denying treatment to beneficiaries contravenes scheme provisions.
Warning of Strict Action
Atal warned that strict measures would be taken against hospitals reluctant to provide care under RGHS. He reiterated that treatment cannot be denied to patients based on disagreements over rates and that hospitals are obligated to follow scheme rules. Such non-compliance, he said, undermines the purpose of the state health insurance initiative.
Govt Assures Smooth Functioning of RGHS
Gayatri Rathore, Principal Secretary of the Medical and Health Department, assured that the department is committed to the smooth functioning of RGHS. She said timely decisions have been taken on issues such as hospital payments and package rates to avoid disruptions. The government is ensuring that beneficiaries do not face hurdles, but if hospitals deny treatment without valid reasons, action will be taken as per regulations.
